The point-slope form:

y-y_1=m(x-x_1)\\\\m=(y_2-y_1)/(x_2-x_1)

We have the points (-3, -7) and (8, -7). Substitute:

m=(-7-(-7))/(8-(-3))=(0)/(11)=0\\\\y-(-7)=0(x-(-3))\\\\y+7=0\to y=-7

Answer: y = -7.

It's a horizontal line.
