point slope formula is
y-y_1=m(x-x_1) where the slope is m and it passes through the point (x1,y1)

given slope =2 and a point is (-1,-3)

m=2, x1=-1, y1=-3

y-y_1=m(x-x_1)

y-(-3)=2(x-(-1))

y+3=2(x+1) is the equation
