According to the U.S. legislation, there are three procedures by which citizens can exert some influence on the decisions made by the government.

  1. Recall: Is the process by which the citizens are able to remove an elected official from his/her functions.
  2. Initiative: Is the process by which the citizens are able to propose a new legislation.
  3. Referendum: Is the process by which the citizens are able to overthrow a legislation adopted by the council.
