The thickness of the roll of cookie dough is =
(1)/(2)=0.5 inches

Thickness of the complete roll = 13 inches

Number of cookies that can be cut are =
(13)/(0.5) = 26

Hence, Madison can cut/make 26 cookies from the roll.
