You use the slope formula:

m = y₂-y₁ / x₂-x₁

And you plug in the points into the formula.

m = -9 - (-6) / -1 - 3

m = -9 + 6 / -1 - 3

m = -3 / -4

m = 3/4

The formula is y2 - y1/x2 - x1. The answer would be 3/4 once simplified.
