Let's make this simple to understand.
10 tens = 1 hundred.
20 tens= 2 hundred
30 tens= 3 hundred
5 tens= 0 hundred
Since 5 does not make up a hundred it remains 3 hundred.
More specifically:
5 is 1/2 or 0.5 of 10.
30.5 or 30 1/2 hundreds.
