City-State:

a city that with its surrounding territory forms an independent state

Kingdom:

a country, state, or territory ruled by a king or queen.

a realm associated with or regarded as being under the control of a particular person or thing.

Empire:

an extensive group of states or countries under a single supreme authority, formerly especially an emperor or empress.

Village: a small town without king or queen.
