C

the square of the sum of 7 times x and 3 is expressed as

7x + 3 ← the sum of 7 times x and 3

(7x + 3)² ← the square of the sum of 7 times x and 3

4 times the difference of x and 1 is expressed as

x- 1 ← the difference of x and 1

4(x - 1) ← 4 times the difference of x and 1

putting it all together gives

(7x + 3 )² / 4(x - 1 ) → C

The way to read math problems is to read and do little parts at a time. Don't try and understand it all at once. That's what you try and do when you are reading a novel or a persuasive essay. Do things as you would when you are trying to parse a sentence.

The numerator is determined by the language before the word divide. What does it say? Concentrate on everything after square.

sum of 7 times x plus 3. That translates into 7x + 3

Now go look at the word square. It means that you square 7x + 3

Numerator: (7x + 3)^2

Guess what? You have already eliminated B and D. So you are left with A and C.

Denominator: difference between x and 1. Difference means subtract so you have x - 1

Denominator: 4 times the difference between x and 1: 4*(x - 1)

Now put them together.

numerator / denominator

((7x + 3)^2)/((4(x - 1)))

which is C.
