Remember that:

90min = 1.5h = (3/2)h

Then

time (h) inch of rain

3/2 --------------- 1/2

24 --------------- X


(3/2)·X = 24·(1/2)

X = 24·(1/2)·(2/3)

X = 24·(1/3)
