We get a cloud when the air is so saturated with water it can't hold any more. In other words, clouds form at 100% relative humidity. Actually the relative humidity for cloud formation can exceed 100%, a condition called supersaturation, if for example a nearly saturated patch of atmosphere suddenly gets colder.
