Use Pythagorean theorem, and calculate the diameter of the base.

d- diameter

d^2+9.5^2=19.3^2\\\\d^2+90.25=372.49\qquad\text{subtract 90.25 from both sides}\\\\d^2=282.24\to d=√(282.24)\\\\d=16.8\ m

r - radius

d = 2r → 2r = 16.8 → r = 8.4 m

The fromula of a volume of a cylinder:

V=\pi r^2h

Substitute r = 8.4 m and h = 9.5 m:

V=\pi\cdot8.4^2\cdot9.5=670.32\pi\ m^3
