The Emancipation Proclamation, issued on January 1, 1863, was an executive order from the President to emancipate all the slaves in the states that hadn't ended its rebellion against the Union, that is to say, the Confederate states.
"(...) all persons held as slaves within any State or designated part of a State the people whereof shall then be in rebellion against the United States shall be then, thenceforward, and forever free"
