First we need to find the total shirts and pants he pack

To do that the ratio of shirts he pack is

[3/(3+6)] x=9 shirts

X represents total of shirts and pants

Solve for x

3/9 x=9

Divide both sides by 3/9 to get

X=9÷(3/9)

X=(9×9)÷3

X=81÷3

X= 27 shirts and pants

Since the total of shirts and pants is 27 then the number of pants he packed is

27 - 9 shirts=18 pants ....Answer

Hope it helps!
