Given length of the long board = 18 feet

Mr. Sheffo wants to make shelf with boards that are =
1(1)/(4) feet or
(5)/(4) feet

So, the number of pieces he can cut from the long board are =

(18)/((5)/(4))

=
(18*4)/(5) =
(72)/(5) =
14(2)/(5) boards

As the number can be a whole number, so 14 boards is the answer.
