The correct answer is C. Thomas Hobbes believed that people are inherently selfish and bad-natured. He believed that only an absolute ruler who ruled with might could quell the evil nature of humanity. If left to govern without a strong ruler, Hobbes believed that humanity would descend into anarchy.
