slope = (y2-y1)/(x2-x1)

m =(1--3)/(-1-0)

m=(1+3)/-1

m=4/-1 = -4


perpendicular lines have negative reciprocal slope so -4 becomes 1/4

point slope form

y-y1=1/4(x-x1)

y--3 = 1/4(x--4)

y+3 = 1/4 (x+4)
