The law of conservation of mass states that in a reaction matter can neither be created or destroyed, hence the number of atoms of each element in the reactant side should equal the number atoms of each element in the products side. In the form that the equation is in, there is 1 Cl element on reactant side as compared to 3Cl elements on product side. Furthermore, there is 1N on the product side as compared to 3N elements on the reactant side.To balance the equation we add a coefficient of 3 on
HClO_4 and a coefficient of 3 on
HNO_3

So the balanced equation is


3HClO_4 + Pb(NO_3) => Pb(ClO_4) + 3HNO_3
