The slope-intercept form:


y=mx+b

m - slope (a rate of change)

b - y-intercept

We have the slope
m=-3\to y=-3x+b

and point (3, -5). Substitute:


-5=-3(3)+b


-5=-9+b add 9 to both sides


4=b\to b=4

Answer:
y=-3x+4
