Akbar was a Mongol king who tolerated other religions other than Islam, the king wanted to win the affection of his people and for this to be possible he became tolerant of beliefs and thus have all the support.

He authorize the construction of temples, under taxes to people who were not with Islam and I authorize that Hindus could have positions in the empire.
