How is each states representation in the House of Representatives determined

Each states representation in the House of Representatives is determined by the state's population. For example, California sends 53 Representatives to Washington D.C. but the state of Wyoming only gets to send 1 Representative. Why? Because the population of California is nearly 40 million people, while the population of Wyoming is only ~580,000 people. Each congressional district represents roughly 710,000.
