The signing of the tripartite pact helped interventionists get Congress to pass the Selective Service Act.

The Selective Service Act of 1917 also known as Selective Draft Act allowed the United States federal government to raise a national army for service in World War I through conscription. The Act was drafted by Captain Hugh S. Johnson after the United States entered World War I by declaring war on Germany.
