Re-exporting occurs when one member country in a group of trading countries charges lower tariffs, therefore it can raise trade with the other members. It will then re-export the extra goods to another member, tariff-free.

Great Britain was not interested in entering into agreements with other countries in the nineteenth century as they did not consider in fruitful since its economy was the best at that moment.
