Answer: 11/15 (choice C)

Divide 22 over 30 to get 22/30 = (11*2)/(15*2) = 11/15.

This is because we have 22 occurrences of what we want (rolling a number less than 4) out of 30 rolls total. Going from 22/30 to 11/15 is reducing the fraction as much as possible.
