The federal government will address issues related to foreign affairs, such as immigration, the country's adherence to any international treaty (such as the Treaty of Paris. For example, the federal government decides whether a group of individuals is allowed in the country. Once inside, the state governments decide what are the services they receive in each of their territories.

State governments have the power to make adjustments in policies regarding education, energy, finances, environment, and pensions among others.
