I'd say top three or top two. I don't know about the third one because I don't really know how the internet works lol, but 1 and 2 seem reasonable.

Some oppressive governments have tried to censor the use of the internet in their countries. Others, as in the case of China, have shut down the internet. It is not an easy task because hackers have many resources to get and transmit information, stat in anonymity, and causing damage in government systems if they want. A 24-hour monitoring operation is difficult and costs money and resources, so censoring the internet is a difficult task.
