The patronage system practice is when, after winning an election, a party gives governmental jobs to supporters and friends. Reform started with the Pendleton Act of 1883 that created a commission to study candidates for a job based in merits more than affiliation. The reform deepened with the Hatch Act of 1939, prohibiting federal employees to get involved with political activities.
