Make the equation into y=mx+b form

y=-x/6 +24

The slope is -1/6, so the slope for the perpendicular line is the opposite reciprocal which is positive 6.

y=6x+b

Solve for b using substitution with the coordinates

5=6(-2)+b

b=17

y=6x+17, or y-5=6(x+2)
