There are 4 fours in a deck of cards.

Picking a four first would be 4/52 which reduces to 1/13

After the first pick there are 51 cards left with 3 fours.

Picking the second four would be 3/51, which reduces to 1/17.

The probability of picking 2 fours = 1/13 x 1/17 = 1/221

The answer is A.
