Explanation:

y=3x+2

when x=0

y=3(0)+2

y=2

(0,2)

when y=0

3x+2=0

3x=-2

x=+2/3

(-2/3,0)

6x-2y=-4

when x=0

6(0)-2y=-4

-2y=-4

y=2

(0,2)

when y=0

6x-2(0)=-4

6x=-4

x=-4/6

x=-2/3

(-2/3,0)

same line

If the 2 lines are parallel, they have no solution.

If the 2 lines are the same, they have infinite amount of solutions.
