y = 2x + 23

Explanation:

The first line is parallel to second line whose equation is y = 2x - 3

Since the slope of the second line is 2, the slope of the first line is also 2.

The first line passes through (-9,5)

Taking another point (x,y) on the first line;

Slope(m) = change in y ÷ change in x

2 =
(y - 5)/(x - -9)

2 =
(y - 5)/(x + 9)

Cross multiplying gives;

y - 5 = 2x + 18

y = 2x + 23
