The correct answer is A. Since the British were able to rise a significant amount of funds to fight the war, and even though their military was the best in the world, they could hire mercenaries or privateers, such as nearly 30,000 Hessians, German soldiers of excellent ability.

Great Britain issued a seize and detain order against rebel American shipping and then passed the Prohibitory Act (which banned all commerce with the rebel colonies and authorized the seizure of the American ships).

To enforce this undeclared commercial blockade, warships were sent to North America.
