Also, while it doesn’t lower the cost of tuition, many students take out student loans from a bank to be able to pay for college up front and end up paying them back later in life. If you don’t plan on going to college, you can often find work in the trades. Many companies that do physical crafts (like masonry, home repair, glasswork ect) will take in high school graduates and train them in the skills needed, and they also get paid for their work. There’s also always retail and customer service jobs, but they often don’t pay very well
