The slope-intercept form:

y=mx+b\\\\m=(y_2-y_1)/(x_2-x_1)-slope\\\\b-y-intercept\ (0,\ b)

We have the points (-2, 3) and (0, 8) → b = 8. Substitute:

m=(8-3)/(0-(-2))=(5)/(2)=2.5\\\\y=2.5x+8
