you need to find the slope too.

m = (y2 - y1)/(x2 - x1) = ( - 3 - 1)/(0 - 4) = ( - 4)/( - 4) = (1)/(1)
point slope formula y - y1 = m(x - x1)
use (0, -3)
y - (-3) = 1 (x -0)
y + 3 = 1x
