Let's assume

depth of pound over time is h cm

time in hours as t

We are given

At the beginning of a storm, a pond was 16 cm deep

so, we get

h(0)=16

so,

b=16

we can use formula

h(t)=mt+b

the depth increased by 1.5 cm every hour for 8 h

so, we get

m=(1.5)/(8) =0.1875

so, we can plug these values

and we get

h(t)=0.1875t+16

now, we can draw graph

Graph:

At the beginning of a storm, a pond was 16 cm deep. During the storm, the depth increased-example-1
