Answer - 4.to use the navy to prevent British troops and supplies from coming to America.

Why - George Washington main winning strategy was to attack vigorously over and over again with small attacks, that way the other side would get tired of fighting and fighting, when he would attack while they weren't ready. He also fought british troops that were carrying supplies so they army would not have enough or none at all to fight back and surrender.

Washington's main strategy was to win by War of Attrition. he would wear down the enemy by blocking their supplies and troops from entering the country. While also using small battles to wear down the enemy overtime.

So the answer to your question would be 4.) to use the navy to prevent British troops and supplies from coming to America.
