The slope-intercept form:

y=mx+b\\\\m=(y_2-y_1)/(x_2-x_1)

m - slope

b - y-intercept → (0, b)

We have the points (-9, -9) and (0, 1) - y-intercept → b = 1.

Calculate the slope:

m=(1-(-9))/(0-(-9))=(10)/(9)

Answer:
y=(10)/(9)x+1
