Which emperor was known for moving the Roman capital to a safer place?

Constantine.

He moved the capital from Rome to Byzantium, which he re-named Nova Roma ("New Rome"). After his death, the city was renamed Constantinople in his honor…. Today it is known as Istanbul.

The founder of the Byzantine Empire and its first emperor, Constantine the Great, moved the capital of the Roman Empire to the city of Byzantium in 330 CE, and renamed it Constantinople.
