If we consider that Maslow’s hierarchy of needs has the most basic needs at the bottom of the pyramid, which are the psychological needs, then this should be followed by safety and security in the context of Japan, Greece and Mexico. On top of the hierarchy would be then:

The correct answer is B. Security. It is logical, if a country has strong uncertainty-avoidance policies then the empasis in all spheres is on security primarely. According to Maslow's hierarchy of needs, safety is a lower-order need. On the other end, higher needs in Maslow's hierarchy refers to the drive to become self-actualized.
