The event that led to the creation of the Patriot Act was the 9/11 event. In effect, after the commotion caused by the attack brought to the World Trade Center by Terrorism, the first version of the Patriot Act was introduced on October of the same year, in order that "Appropriate Tools Required to Intercept and Obstruct Terrorism" (PATRIOT).
