Yes it is a function because none of the x-values belong to 2 different y-values. The domain is -4, -3, -2, 0, 2, 3. The range is -3, -1, 0, 2, 3. The value of y when x=2 is -3 because when the x-value was 2 the y-value the point was on equaled -3.
