The area of the West bank remains controversial because Palestinians continue to be angered by increasing Jewish settlement. During U.S. president Bill Clinton's administration, Secretary of State Madeleine Albright, requested president of Israel, Simon Peres, to limit the extent o new Israeli settlements in the West Bank to appease the Palestinians. Since Israel was not bound by any formal treaty to limit the construction of new settlement, a more aggressive president of Israel, Netanyahu, resumed the construction of new settlements in the area, much to the chagrin of Palestinians.
