Jefferson's claim is that the state (America) is free to undo the political ties with other state (Great Britain), if that state does not provide beneficial laws for the people, meaning Independence not only is needed, but rightful. He say that he will support the claim with the diverse reasons that proves how Independence is just and needed, that is what he does in the following paragraphs of the United States Declaration of Independence.

Thomas Jefferson is known for his participation as the primary author of the Declaration of Independence (1776).

He's claim in this first paragraph is that the time has arrived to separate the nation from England and that this separation is a right earned by God's grace. Jefferson says he will support the claim with the declaration of the causes that have impelled the necessity for independence.
