The correct answer to this open question is the following.
This would be my letter.
Dear Residents of the East Downtown area,
As you have heard through the news media channels in recent weeks, the government of the city has specific plans to reorder the East part of downtown, and turn it into a modern business district.
Today, this part of the city looks abandoned, with just a few habitable old buildings and a series of old factories that produce pollution and have been sued by non-governmental groups.
We have to be ready to listen to the government officials that are calling for a meeting next Tuesday, 10:00 at the Town Hall. They are going to introduce us to the business firm that wants to develop the project. They say it has many advantages.
New and large business buildings for corporate offices, shopping centers, parking facilities, a conference center, and a 5,000 seats auditorium for concerts. They also say that many restaurants are interested in investing in the project.
However, not all is good news, because people that already live there will be removed and we do not if they are going to pay a fair price to buy your property. As far as I concern, they do not have a plan for your relocation. Regarding the factories, nothing has been said.
That is why is important to attend next Tuesday's meeting.
Sincerely,
