11. Jefferson and Madison opposed Hamilton's economic plan because they believed the federal government should only use the powers given to them by the Constitution. Jefferson and Madison believed in states rights and that the federal government should not intervene in the states' ability to govern. Hamilton, however, believed that a strong central government was important for the stability of the nation.

13. One of the most important accomplishments of the national Congress under the Articles of Confederation was the plan for settling and governing the Northwest Territory. The Northwest Territory was given to the U.S. as part of the terms of the Treaty of Paris, which ended the American Revolution. The national Congress enacted the Northwest Ordinance in 1787, established the area as an organized territory. The territory was also required to be split into at least three states. It was eventually divided into five states: Michigan, Ohio, Indiana, Illinois and Wisconsin.
