it's a piece-wise. On the right side it's telling on the top one that infinity is less than or equal to 1. So draw a graph, and draw a line up vertically on X = 1. This will be your perimeter where nothing passes past that point. Then take the 1 and plug it in on the left. Your first function will be a horizontal line that goes across the Y axis at -1 but, you stop that line at the perimeter X= 1 that line you drew earlier. this will end in a close circle from the equal sign.

The same method can be used for the 2nd one where it says the 2nd function is infinite is more than 1. set your perimeter plus in 1 for x which gives you 1\3 + 1. start at 1 on the y axis of the perimeter and go up one over 3 (rise over run) this will end in a open circle from the greater or less than sign.
