Popular sovereignty theory held that each territory should be allowed to determine whether to permit slavery within its borders.

Stephen A. Douglas (1813-1861) was a U.S. politician, leader of the Democratic Party, and, besides with Senator Lewis Cass of Michigan, one of the leading advocates of this theory during the 1850s. They hoped they could end the debate over slavery by appealing to democracy.
