How could traders from landlocked states gain access to the seat ?

Most of the time a landlocked country can conduct its trade without difficulty because the countries through which their exports and imports pass en route to and from the sea impose no restriction on the transit. The transit country can simply close the border or say that there are no trains available to move the goods or resort to other devices with the same effect. Pakistan has cut off Afghanistan twice.
