Water is found all three states of matter - solid, liquid, and gas. If you place an ice cube in a pan and melt it to water and then heat it to steam, this is a physical change. Why isn't this a chemical change?

because it is still the same substance. a chemical change is completely changing to a different thing. in all of the states, ice water and steam, it is still the same substance.
