Explanation:

all you have to do is subtract the exponents in the numerator with the exponents in the denominator.

lets focus on 'a' first.

(3) - (-1)= 3+1= 4

so we get a^4

now lets focus on b

(2) - (-3)= 2+3=5

so we get b^5

put that together to get a^4 b^5
